the dataset becomes available in the beginning of 2014 and it is available in three formats. The council claims they will update the data monthly but the latest data is about spending in March while it is already June, 2014. The content of the data does not include details about what the council actually buys but just a rough description like "construction". in this case the data is not published at the transaction level but more like at the item level.
