Real-time bus information is available from the Stride project, funded by the Technology Strategy Board. These are services operated by private operators but with some funding contributions from local authorities, as is usual in England.

Terms of use - the data are not fully open. https://developer.transportapi.com/termsv4 In particular there are rate limits. There is a charge for higher levels of use.

The data sources provided by the Stride Information Hub will be available for the duration of the Stride Project and for 12 months thereafter (i.e. until 31/3/15) subject to data providers continuing to make their data available. Stride project website https://www.stride-project.com/

The data are also available directly from TransportAPI.com but I think the API is less user-friendly.
