Data on air quality (e.g. levels of major pollutants) on a granular basis - that is at least broken down by month (preferably by day). Geographic breakdown (e.g. by grid point) would be nice but is not required.

Cambridge City Council operate 4 air quality monitors in Cambridge, in addition to the single monitor (Regent's Street) that is part of Defra's national Automatic and Urban Network.
The data are available from a web page operated by the council's contractor.

Local authorities are legally obliged to disseminate information to members of the public, so the question of licensing does not really arise. The data are openly and freely available to anyone. https://www.airqualityengland.co.uk/about.php
There is no API to access the data.
